Let’s make a splash in Monterey!

On Monday June 1st at 7:15 AM, the Monterey Police Department received a call of a burglary at the former Perdue facility. Once officers arrived on scene they talked with two employees at the facility who stated they discovered several items missing when they arrived at work. They told the officers that they had been able to see a suspect in the building but they never saw him leave. Monterey Police officers then proceeded to clear the entire 340,000 square foot facility. While they cleared the building, they were able to locate several items that had been piled up by exit doors. Once the search had concluded, the officers began their investigation. After making an inventory of the missing items and photographing the scene the officers were able to develop a suspect, Robert Wayne Phillips. After leaving the facility, one officer was patrolling near the area of E. Lou’s Ave and Standing Stone Dr. and saw an individual that was believed to be Mr Phillips. Mr. Phillips was taken to the Monterey Police Department for an interview. During that interview he did admit to the burglary and theft and gave the officers the location where the items were. Officers went to the residence and were able to recover the items. Mr. Phillips was arrested and was taken to the Putnam County Jail where he was booked on charges of Burglary, Theft of Property and Vandalism. His bond was set at a total of $87,500.00

On Tuesday May 19, 2026 Officers from the Monterey Police Department arrested Charles Martin Davis on two active warrants. The arrest came as the result of an in depth investigation indicted by the Monterey Police Department for suspected theft of money from an elderly woman. The suspect was able to obtain the victims financial account information and over a period of time, was able to take $17,500.00 from the victim. Mr. Davis was arrested and was transported to the Putnam County Jail where he was booked on the warrants. His bond was set at $50,000.00 for the Financial Exploitation of Elderly or Vulnerable Person warrant and $35,000.00 for the Theft of property warrant.

On Friday night May 8th Monterey Police made a traffic stop on E. Commercial Ave. while conducting the traffic stop it was determined that Shaman Anderson-Lee Light was wanted on active warrants from Ohio. The warrants from Ohio are for Arson and Theft. He was also charged locally for driving on a suspended license. He was transported to the Putnam County Jail where he was booked in and is being held without bond

On Saturday April 25, 2026 @ 5:40 pm officers from the Monterey Police Department responded to a residence on Buckner Rd. for an Accidental Overdose call. Once the officers arrived at the residence they immediately began to render life saving aide to the patient. Two doses of Narcan were administered to the individual. The Narcan caused the individual to become responsive again. EMS, Putnam County Fire and the Putnam County Sheriff’s Office arrived to assist as well. Thanks to the quick response of the Monterey Officers and the availability of Narcan, an unnecessary death was avoided.

On Sunday April 19, 2026 @ 8:00 PM, Chad Daniel Phillips was arrested by officers from the Monterey Police Department. He had an outstanding warrant from Juvenile Court for non payment of child support. When officers approached him, he fled on foot. Officers chased him and took him into custody. In addition to the outstanding warrant, Mr. Phillips also now has charges for Evading Arrest and Resisting Arrest. He was booked into the Putnam County Jail on a total bond of $6,500.00. Deputies from the Putnam County Sheriff’s Office assisted the Monterey officers.

UPDATE: Monterey Police Department arrived on scene and secured the scene and began life saving efforts for the child. As the Monterey Library is a Putnam County facility, the Putnam County Sheriff's Office took over the investigation. They along with the District Attorney's office will conduct the investigation going forward.
At 3:58 pm this afternoon the Monterey Police Department received a dispatch of an unconscious child at the Monterey Public Library. Monterey PD, Monterey Fire, Putnam County EMS, Putnam County Rescue Squad, and Putnam County Sheriff’s Office personnel responded. Please avoid the area on E. Commercial Ave. until further notice. We will post more updates as we are able to.

Officers made a casual encounter with James Belcher at Convenience Mart on S Holly St at 3:45 pm and shortly thereafter, Mr. Belcher attempted to flee the officers who were able to chase him down and take him into custody.
Mr. Belcher was driving a stolen motorcycle and was in possession of a bag of Meth and a pipe. He also had what appeared to be a pistol, but was later determined to be a very good look a like BB gun. He has outstanding warrants from multiple states.
He was transported to the Putnam County Jail where he was booked on charges of Felony Fugitive from Justice, Theft/Possession of Stolen Vehicle, Theft/Possession of Stolen License Plate, Tampering with Evidence, Manufacture Delivery Sale or Possession of Methamphetamine, Resisting Arrest, Driving on a Suspended License, Unlawful Drug Paraphernalia and Unlawful Removal of a Registration Decal and was given a bond of $78,000. The Felony Fugitive From Justice charge is a Hold Without Bond.

Burks Kindergarten Class at Whittaker Park:
Monterey Police Chief and Sgt Blake Bennett visited with the kids and passed out Monterey Police badges to them. We also assisted them crossing over Commercial Ave safely on the way back to school. It’s a great day in Monterey!!!!!

The Monterey Police Department was thankful to have been able to again do our Walk With A Cop this morning. We had kids and parents from Monterey High School, a Burks Middle and Elementary and Monterey Head Start that came out and walked with us from the Flag pole at the Depot to their respective schools. It is a great day in Monterey!!!!!!!

Thursday April 9, 2026 @ 1:00 PM. Anthony Causwell was arrested by Cookeville Police Department.
Mr. Causwell was wanted on a Felony Pick Up Indictment for Counterfeit Marks or Logos. A Monterey Police Department Detective presented the investigation of Mr. Causwell to the Grand Jury who voted a True Bill Indictment back in February of this year. He was transported to the Putnam County Jail where he was booked on the Indictment and his bond was set at $20,000.00.

Tina Hunter was arrested on Wednesday April 1st @ 8:01 PM by Monterey Police Officers. She was wanted on a felony Aggravated Assault Warrant from Putnam County. She was also arrested for a Felony from Jackson County for Failure To Register As A Sex Offender. She was taken to the Putnam County Jail where she was booked in.

Chief Mackie and Officer Walker attended the Celebration of Life for Holt Redmond on Friday.
They gathered with family, friends, and community members to honor and remember the precious life of Holt — a joyful, fun-loving 9-year-old whose bright smile, playful spirit, and loving heart touched everyone who knew him. Though his time was far too short, Holt’s laughter and boundless energy will live on in our hearts forever. It was a beautiful service filled with love and precious memories of this special young boy.
After the service, Holt’s little brother Matthew was presented with a department patch and coin. Matthew was excited to have two best friends from Monterey, and said he now has two favorite police officers.
Our thoughts and prayers continue to be with Holt’s family and all who loved him.

The indictment is for Filing A False Police Report in relation to the December 29, 2025 fire that occurred at 516 N. Holly St. This is a Class C Felony. The Monterey Police Department would like to thank the TBI Arson Investigation Unit for their assistance with this investigation. We would also like to thank the public for all the information they provided to us that proved invaluable. Michael was transported to the Putnam County Jail where he was booked in. He is being held on $50,000 bond.

On Friday February 20, 2026 at 11:00 am Monterey Police Department Officers along with a Tennessee Department of Corrections Fugitive Task Force Officer arrested Danny Ray Johnson. Mr. Johnson attempted to flee when officers arrived on scene, but was taken into custody easily by the officers. Mr. Johnson was wanted on multiple warrants for Failure to Register as a Sex Offender, Juvenile Court Failure to Pay and Violation of Probation. He was transported to the Putnam County Jail where he was booked in. He is being held without bond.

At 2:26 pm, 911 received a call of an individual that had fallen from Bee Rock. Emergency personnel responded quickly to the scene. Once there, Monterey Police officers and Putnam County EMS personnel descended to where the individual was. They found a 9 year old boy and began life saving measures, but sadly they were unsuccessful. After some time the boy was brought back to the top of Bee Rock and was transported by EMS to the State Medical Examiner’s Office. Our thoughts and prayers are with the boy’s family and friends during this time. The Monterey Police Department would like to thank Monterey Fire Department, Putnam County EMS, Putnam County Rescue, Putnam County Fire, Putnam County EMA and Putnam County Sheriff’s Office for their assistance today.
